Yes — under Rule 57 of the UK Highway Code, dogs must be suitably restrained in a moving vehicle so they cannot distract or injure the driver, or hurt themselves in a sudden stop. A seat belt restraint clipped to a harness is the simplest way to comply.

What Rule 57 actually says
Rule 57 of the Highway Code states that when in a vehicle, dogs and other animals should be suitably restrained so they cannot distract the driver or injure you, or themselves, if you stop quickly. It names a seat belt harness, pet carrier, dog cage or dog guard as suitable methods.
The Highway Code uses the word "should", so Rule 57 itself is advisory rather than a standalone offence. The enforcement teeth come from other law — see below.
How it's enforced — and the fines
An unrestrained dog that distracts you can make you liable for careless driving under the Road Traffic Act 1988. Police can issue an on-the-spot fixed penalty — commonly £100 and 3 points.
If the matter goes to court, careless driving can carry a fine of up to £5,000 and up to 9 penalty points. Your motor insurer may also refuse or reduce a claim if an unrestrained pet contributed to an accident.
Why restraint matters beyond the law
In a 30mph crash, an unrestrained dog is thrown forward with a force many times its body weight, risking serious injury to the dog and to people in the car. A restrained dog also can't bolt from an open door at the roadside or interfere with the pedals.
Always attach a car restraint to a well-fitted harness, never a collar — a collar attachment can injure a dog's neck in a sudden stop.
